We take reports of antisocial behaviour (ASB) seriously and work with our customers and partners including the police and Torfaen Council to resolve any problems.

What is Anti-social behaviour?
Anti-social behaviour is behaviour by a person which causes or is likely to cause harassment, alarm or distress to persons not of the same household as the person. (ASB crime and policing act 2014. )

Here are some examples of types of behaviour that can be described as ASB
- Harassment
- Verbal abuse
- Violence
- Intimidation
- Criminal behaviour including drug use where there is police evidence.
- Criminal behaviour in a resident's home or community
- Noise nuisance (with evidence from the Noise App/noise monitoring equipment)
- Hate-related incidents
- Domestic Abuse
ASB we cannot help with.
Sometimes incidents are reported to us which are not classed as ASB and we cannot help with them. These include:
- Parking issues (Including untaxed vehicles unless damaged or dangerous)
- Dirty looks or staring
- One-off incidents such as a party or BBQ
- Pets in gardens
- Personal disputes and dislikes between neighbours (where there is no breach of contract)
- Living noise/ nuisances including cooking smells, flushing toilets, children playing
- Children playing in the street or arguing
How to Report ASB

If you have already reported anti-social behaviour and have an open case, please contact your Community Housing Officer instead of submitting another form.

When you signed your contract with us, you promised to be responsible for the behaviour of everyone living in or visiting your home.
If you are experiencing problems, You can try:
- Talking directly with your neighbour to try and resolve things between you. This is often the best way to solve issues.
- Provide us with evidence of ASB (for example, by using the Noise App).
- Report any criminal activity directly to the Police. Remember to get crime number and share this with us.
Antisocial Behaviour (ASB) is defined as any action that has caused or is expected to cause harassment, alarm, or distress to another person. ASB encompasses a range of activities, including but not limited to violence, verbal abuse, harassment, hate crimes, domestic abuse, the use and sale of illegal substances such as drugs, noise disturbance, nuisance caused by vehicles, and damage to property.
All reports of ASB are treated anonymously during an investigation. However, for us to fully investigate a report, we ask that you provide your contact details. This will allow us to provide updates on the investigation and ask you for any more information if we need it.
If your complaint is in relation to noise nuisance you can download ‘The noise app’. This app uses your smartphone to make recordings of noise nuisance which can be sent directly to us. We will be able to investigate these recordings and keep you informed throughout the investigation. The app can be downloaded from Google Play or Apple Store.
If a crime has been committed then it should be reported to the police in the first instance on 999 for emergencies or 101 for non-emergencies. We are committed to dealing with crime in our communities and work with the police and other agencies to do this.
Anyone is able to submit a complaint to us about ASB. However, we cannot investigate ASB that is not caused by our contract holders. If this is the case then you should report to the Police via 101 or Torfaen Council on 01495 762200.
