Whether you want to park a vehicle or store belongings, we have garages available to let throughout Torfaen.










    1. Definitions

    In this agreement:

    Competent Authority: Any statutory undertaker or any statutory public, local or other authority or regulatory body, or any court of law or government department, or any of their duly authorised officers.

    • Garage: The Garage address shown edged red on the website.

    • Licence Fee: £65.00 (exclusive of VAT) per month, or such other amount as the Licensor may determine.

    • Licence Period: From the date of this Licence to the end of that month, continuing monthly until terminated in accordance with Clause 14.

    • Necessary Consents: All planning permissions and other required approvals from any Competent Authority.

    • Permitted Use: Use as a private garage for parking one motor vehicle, and subject to clause 3.2, for storage of personal goods.

    • Plan: The attached plan showing the Garage location.

    2. INTERPRETATION

    • Words in the singular include the plural and vice versa.

    • Words importing one gender include all genders.

    • Clause headings are for reference only.

    • References to clauses refer to this Licence.

    • References to laws include all applicable legislation and subordinate legislation as amended or re-enacted.

    • An obligation not to do something includes preventing others from doing it.

    • The Licensee is responsible for the actions of its agents, contractors and visitors.

    • The Licensee’s rights under this Licence extend to their authorised users.

    3. STATUS OF LICENSEE’S OCCUPATION

    • The Licensee is granted a bare licence to use the Garage for the Permitted Use.

    • The Licensor may withdraw consent for storage of goods with written notice.

    • This Licence does not create a tenancy or security of tenure.

    • The Licensor retains possession and may access the Garage at any time.

    • The Licensee is responsible for any damage, loss or unauthorised access.

    4. LICENCE FEE

    • First payment is due on the date of the Licence, pro-rated for the month.

    • Thereafter, the Licence Fee is payable monthly in advance by Direct Debit.

    • Late payment (over 7 days) incurs 3% above Bank of England Base Rate interest.

    • A £25 fee applies for each arrears letter/notice.

    • The Licensor will review the Fee annually, with 1 month’s notice before any change effective from 1st April.

    5. NON-ASSIGNMENT

    The Licence is personal to the Licensee and may not be assigned, sub-let or otherwise dealt with.

    6. LICENSEE’S GENERAL OBLIGATIONS

    The Licensee agrees:

    • To pay all Licence Fees and utility costs.

    • To notify the Licensor of any notices from Competent Authorities.

    • To notify changes in contact details within 7 days.

    • Not to obstruct access roads or leave rubbish.

    • Not to use the Garage for trade, business, or as living accommodation.

    • Not to park on the forecourt or store goods outside.

    • To comply with all health, safety and planning laws.

    • Not to cause nuisance, keep animals, or store perishable items or flammable/explosive materials.

    • Not to alter the Garage without permission.

    • To secure the Garage when not in use.

    • Not to affix items or make changes to the structure without consent.

    • To pay interest (3% over base rate) on overdue non-rent payments.

    7. LICENSEE’S MAINTENANCE OBLIGATIONS

    The Licensee shall:

    • Keep the Garage clean and in good repair.

    • Not discharge hazardous substances into drains.

    • Report defects immediately.

    • Not store goods on the Garage roof.

    • Allow access for inspection/repair (including forced entry in emergencies).

    • Not apply for planning permission.

    • Allow the Licensor to carry out works if needed and cover the costs of repairs caused by neglect or misuse.

    8. INSURANCE & INDEMNITY

    The Licensor’s insurance does not cover the Licensee’s vehicle or possessions.

    The Licensee must insure their own contents.

    The Licensee shall indemnify the Licensor against any liabilities arising from this Licence, including:

    • Breach of terms

    • Use of the Garage

    • Actions of guests or agents

    9. TERMINATION

    This Licence ends upon:

    • Breach of any obligation by the Licensee (with written notice by Licensor), or

    • At least 1 month’s written notice from either party ending on the last day of the month.

    Upon termination, the Licensee must:

    • Vacate and clear the Garage.

    • Return keys, fobs, and access equipment.

    • Pay any costs for cleaning, clearance, repairs, or key replacement.

    • Abandoned items may be disposed of by the Licensor.

    10. NOTICES

    Notices to the Licensee must be sent by registered post to their address or last known address.

    Notices to the Licensor should be sent to:

    Ty Bron Afon, William Brown Close, Llantarnam Industrial Estate, Cwmbran, NP44 3AB,

    or to any updated address as notified.

    11. NO WARRANTIES

    The Licensor:

    • Makes no warranty that the Garage has Necessary Consents.

    • Makes no guarantee the Garage is watertight or fit for use.

    • Accepts no liability for pre-existing issues or suitability.

    • The Licensee accepts the Garage as seen and has no claims against prior representations.

    12. LIMITATION OF LIABILITY

    The Licensor is not liable for:

    • Death or injury to the Licensee or their associates.

    • Damage to property.

    • Any loss arising from use of the Garage.

    13. LICENSEE’S ACKNOWLEDGEMENT

    The Licensee confirms:

    • They have had the opportunity to ask questions about this Licence.

    • They have had the chance to seek independent legal advice.

    • They understand and agree to comply with the Licence in full.



    FAQs​

    We have introduced a new licence agreement for the garages we let in Torfaen. This will result in some changes and those customers affected on the 1st April 2026 will have received a letter from us explaining those changes.  

     We’ve put together some FAQs to help understand what it could mean for you.  

    If you are a Bron Afon contract holder you have 3 options from 1 April 2026. 

    1. Stay on your current garage agreement and pay £18 per week.  
    2. Move to our new licence agreement and pay £65 per month.  
    3. If you no longer want to continue to let the garage under either option 1 or 2 then you can end your agreement and return the keys to Bron Afon.  

    We need one week’s notice if you let your garage weekly and you must give one month’s notice if you pay for your garage monthly.  

    If you are not a Bron Afon contract holder you have 3 options from 1 April 2026. 

    1. Stay on your current garage agreement and pay £21.60 per week. 
    2. Move to our new licence agreement and pay £78 per month. 
    3. If you no longer want to continue to let the garage under options 1 or 2 then you can end your agreement and return the keys to Bron Afon.  

    We need one week’s notice if you pay a weekly fee for your garage and you must give one month’s notice if you pay a monthly fee for your garage. 

    We want to make sure all the garages we let are covered by the same agreement. As part of this update, we market‑tested our prices to bring them in line with local rates.  Typical storage rates in the area are around double the cost of our garage fees.  We also recognise people want to use garages for reasons other than vehicle storage and we have listened to feedback and updated arrangements to meet customers’ need.  

    Our customer service team will give you an estimated timeframe for a response. Please bear with us during this busy time and give us the opportunity to come back to you as soon as we can.  If we are unable to come back to you by 31st March, you will still have the opportunity to move to the new license agreement if you choose to do so. 

    In order to move to the new monthly agreement, you must pay by Direct Debit.  

    If you choose to continue to pay your fee weekly, you will have to stay on your existing agreement (Option 1 above), or you can choose to end your agreement and hand back the keys (Option 3 above). 

    Our current garage charges are below what you would normally expect to pay. We need to increase the charges to cover rises in costs and for us to reinvest in the garages we own and meet the demand for people who want them. By charging the actual cost of maintaining garages, we will be able to bring more into use for the community.   

    If you pay a weekly fee, please contact us about your repair and we will carry out an inspection to review it. If major work is needed on your garage, then it may not be cost effective for us to do, and we may offer you a different garage to let. You also have the option to end your agreement and hand back the keys. In some cases, we may be able to sell you the garage.

    We are aware that some garages are in a poor condition and we are working through these to assess them and bring some of them up to a standard suitable to let.
