Applying for retirement housing with Bron Afon

Who can apply for retirement housing? (formerly known as sheltered housing)
To be eligible to apply you must:
·         Over 60 years of age or registered disabled
·         If you already live in Bron Afon housing you need to -
• Have lived in your current home for at least twelve months on the date you apply.
• Ensure your home is in a satisfactory decorative condition and that you have carried out any repairs that are your responsibility (we will send an
Officer
to check the quality of the work).
• Be able to show that you have paid your rent regularly in your current home and not had any arrears of rent or recharges
owing to Bron Afon
.
• You will not be eligible to join the Retirement Housing Register if Bron Afon is taking legal action against you for a current breach of tenancy.
If you meet the above conditions,  you must fill out an application form and your name will be added to the waiting list for your preferred retirement housing.

Special circumstances

We may be able to help you move even if you do not meet all the conditions above, depending on your circumstances. However, in cases of outstanding debt, we may insist that you make arrangements to clear your debts in a reasonable time before you move.

Who CANNOT apply to join the Retirement Housing Register?

Any person who is subject to immigration control (other than certain specified groups such as refugees) or age under 60 years who is not registered disabled. If this applies to you then please speak to us for advice.

How to apply to join the Retirement Housing Register

You will have to complete the Retirement Housing Waiting List Application Form.
Applications forms can be collected from any of our housing offices or you may also request a form be sent to you by contacting Bron Afon on Freephone 0800 111 4242.
Please make sure that you fully complete the application form as any forms found to be missing information will be returned and this could lead to an unnecessary delay in your application being registered. If you are unsure how to fill in any part of the application form, please contact any one of our housing offices. Our staff will be able to offer help and assistance or give you a copy of the guidance notes.
If you need the form translated into a different language, please let us know. We can also provide the application form in Braille or on audiocassette - please let us know if you require this service.
The form lists details of our retirement housing  throughout Torfaen; you may choose as many retirement homes that you wish to be considered for. When a property is empty and available for letting, we will normally offer that property to the applicant with the highest number of points.

Refusing an offer of tenancy

You are entitled to refuse up to three offers of accommodation from your selected retirement housing choices. You must confirm in writing your reason for refusing a property. After refusing your third offer, your application for rehousing will be cancelled.

How we assess your application

All applicants for retirement housing are assessed using a points based system. When we receive your application form, we will assess your circumstances and award appropriate points. Once this initial assessment has been undertaken, we will then write to you to confirm the number of points that you have been allocated.
Points are awarded from amongst the following circumstances:
• Waiting time - 1 point per month to a maximum of 60 points.
• Medical points - to a maximum of 50 points depending on the illness and the effects caused by the current accommodation.
• Social circumstances - to a maximum of 40 points depending on the circumstances of each case.
• Lack of facilities - depending on the condition of the property.
• State of disrepair.
• Security of tenure - points will be awarded depending on the insecurity of tenancy (excluding introductory tenancies).
• Distance from amenities - how far you live from shops, bus stops, doctor’s surgeries, etc.
If you are already a Bron Afon tenant and wish to transfer to retirement housing, you must apply to join the Retirement Housing Register.
 
Bidding for properties

Once you are registered for our Retirement Homes you will receive a fortnightly  advert, advertising which properties we have available and you are invited to bid for any properties ( Maximum of 4 bids per advert). There is a coupon on each advert which you can cut out, and  on which you can list the properties you wish to bid for as well as your registration number. This coupon can then be taken to our area offices or Bron Afon Headquarters and must be received  by the deadline stated on the advert.
All retirement homes are allocated to the applicant who has bid with the highest number of points and the successful applicant will be contacted by the Community Housing Officer.
